- Somebody who has experienced homelessness for over a year where they could have lived in a shelter, or somewhere not meant for human inhabitation
- Somebody who has been homeless four or more times in the last three years
- Around 1/4 of the homeless population has experienced a chronic pattern of homelessness
- 7 out of 10 chronically homeless people are staying in unsheltered locations
- From 2016-2017, chronic homelessness has increased by 12% or 9,476 people
- From 2007 to 2017 there has been a 27% decrease in chronically homeless people
